Lebanon has engaged in a unprovoked attacked on Israel.  (Some might argue it is merely a group within Lebanon, Hezbollah, but a representative of Hezbollah sits in the Lebanese cabinet and the Lebanese government has done nothing to stop the attacks.)  Israel has responded.  So whose is at fault?  Not a hard question, except for the European Union, which appears to believe that both Israel and Lebanon are at fault:

“Every effort must be taken not to harmcivilians,” said EU spokeswoman Emma Udwin. “All parties must respecttheir obligations under international law to protect civilians from theeffects of conflict.”

Udwin said EU foreign ministers on Monday could discuss whetherthe Israeli military attacks on Lebanon were compatible with the bloc’strade and cooperation agreement with Israel, which is conditional onrespect for international law.
