That is what this panel concluded.  It sounds like a very objective process and report to me.   It is great how objective institutions in this country can be when it comes to a hot botton issue.  It just makes you feel proud to be an American.  It showed great integrity and courage on Donna Shalala’s part to issue a report with that conclusion.  Quite impressive.
