According to the New York Times:

American officials and some foreign diplomats have described Mr. Bushand his top aides as deeply reluctant to follow the study group s corestrategy: to pressure Prime Minister Nuri Kamal al-Maliki to rein in sectarian violence or face reduced American  military and economic support. They see this as too risky.

Bush should therefore pursue my recommended strategy, which is less risky but similar in effect to the study group’s:

The United States shouldthreaten [to pursue a policy of dividing the country into threeautonomous regions] in order to get the Shia to agree to clamp down onthe Shia militias and to agree to an agreement on oil revenues with theSunnis.
