Ukraine Shifts to War Footing, Proclaiming State of Emergency – WSJ

KYIV, Ukraine Ukraine shifted to a war footing Wednesday, declaring a state of emergency, beginning to mobilize reservists and calling on its citizens to leave Russia immediately in the midst of warnings of an imminent full-scale invasion.

The Ukrainian government received intelligence that a Russian military offensive, including an attack on the capital, Kyiv, could come as soon as Wednesday night, people familiar with the warning said. That doesn t necessarily mean that Moscow has already decided to attack, they said.

Ukrainian lawmakers gathered to pass emergency legislation that would allow Kyiv to prepare for a Russian invasion, with President Volodymyr Zelensky s political rivals putting their grievances aside and closing ranks in the name of defending Ukraine s independence.

Ukraine above all. As long as the risk of invasion remains, we are taking a moratorium on anything that undermines national unity, former President Petro Poroshenko, Mr. Zelensky s main rival, said in an interview. The Ukrainian people are showing unity, the Ukrainian society is showing unity, Ukraine s responsible statesmen are demonstrating unity.
