Editorial: Court should order San Francisco schools to reopen

Noting that the school board, administrators and teachers union have conspired to while away most of a year without producing so much as a plan to educate a single child in person, City Attorney Dennis Herrera argued that the district is in violation of the minimal requirements of state law.
